From the Vikki Goodwin operation, we see a new proposal for a state constitutional amendment that would establish a constitutional right for Texans to a clean and healthy environment, placing environmental protections on equal legal footing with fundamental freedoms like free speech and religious liberty.
Texas currently has no established constitutional right to a healthy environment, despite the consequences that polluted air and water can have for public health. Goodwin’s Stewardship Amendment would guarantee rights to clean air, drinkable water, healthy soil, native plants and wildlife, and the preservation of the environment. It would also recognize public natural resources as common property belonging to all Texans, including future generations.
Under the amendment, state government, state agencies, and local governments would be required to conserve, protect, and maintain public natural resources for the benefit of everyone. It would also prohibit laws that undermine or restrict the public’s right to a clean and healthy environment—all with no projected fiscal impact. Not a program to be paid for—rather a fundamental shift in our priorities and philosophy when it comes to our land, water, and air in Texas. We love it.
